In April 2026, member states voted in favour of a new ecodesign regulation for water heaters. The vote of the European Parliament is still pending and is expected in autumn 2026. 

Experience shows that, following a positive vote by member states, the Parliament is very unlikely to block the proposal. Under this assumption, the regulation is expected to be published in the Official Journal of the European Union in autumn 2026 and to become applicable from autumn 2028 (the exact date will be confirmed after publication).

The new regulation will replace the current ecodesign regulation (EU) 814/2013 on water heaters. 

The changes include, among others:

  • Revised minimum efficiency requirements
  • A changed factor for accounting electricity (1.9 instead of 2.5)
  • The inclusion of new technologies such as cogeneration water heaters and hot water storage tanks incorporating phase change materials, 
  • Adapted measurement and calculation methods
  • Requirements on spare parts availability and dismantling/recycling
  • A new option to identify smart water heaters providing demand-response functions
  • Self-monitoring requirements for large water heaters.

The revision process for the energy labelling regulation (EU) 812/2013 on water heaters is still ongoing. It is expected that both regulations will become applicable simultaneously.
